I remember learning about Regional Development Boards in economics lessons at school in the 1970s. They were revived in another form in 1988 by Maggie when she thought she might lose even more northern votes, boosted by Labour in 1998, ditched by Osborne in 2010.  And here they come again, I’d wager, with shiny new Gove-esque packaging. This time rebranded as Levelling Up, more realistically, I’d say, Lip Service. By the way, MG’s report includes a list of the most important cities in the world since 7000BC; to show, I guess, how things might change. So, Hull could be the next Jericho…

Why did she/they (in the old sense) think that tinkering around with IHT and CGT would be enough to sort out the NHS; and the potholes; and…and the list goes on. My guess is  that they asked the Treasury for a list of anything not involving income tax that they could get away with lightly, although they should already have learned from the winter fuel stuff that all publicity is not good publicity.
